Adult Choice Is Not a Loophole
A province can protect young people without pretending adults disappear from the policy equation.
The wrong frame
Bill 208 is framed as youth protection, but it changes the legal adult market too. That matters. Adult access is not a loophole in youth policy. It is part of lawful public policy in a province that already regulates age-restricted products.
When legal adult choices are narrowed without evidence that the restriction will reach youth supply, the policy shifts burden onto people who were already using the visible system.
A liberty test for nicotine policy
- Does the rule identify the actual access point failing youth?
- Does it preserve lawful adult options where age checks work?
- Does it publish enforcement data so citizens can test the claim?
- Does it avoid pushing demand to channels with no age verification?
Freedom and responsibility are not opposites. Alberta should design a rule that expects both from citizens and from government.
