Choice needs a working system
Premier Smith’s March nicotine-pouch position emphasized access to regulated alternatives rather than pushing people toward harder-to-monitor channels, according to CHAT News Today. That is a rights-based point, but it is also an administrative point.
The administration test
- Can an adult find a lawful product?
- Can a retailer understand the rule?
- Can an inspector identify non-compliance?
- Can the public see whether the rule worked?
The fall position
Alberta should not call a policy balanced unless the answer to each question is yes. If Bill 208 cannot meet that standard as drafted, it needs amendment.
